An amendment to nuclear laws in Poland could simplify and accelerate the investment process in the sector, providing “a major boost” for the country’s first nuclear power project in the northern Pomerania province, according to Piotr Ciolkowski, partner and co-head of energy and natural resources at Warsaw-based consultancy Dentons.

In December 2024, the amendment to a 2011 law on the preparation and execution of investments in nuclear power and related facilities was published in the government’s official legal journal.

Ciolkowski said the proposal introduces the possibility of dividing the investment process into stages and obtaining permits for individual phases separately. The new regulations will allow preparatory works and administrative procedures to run in parallel, significantly reducing project timelines.

“For PEJ’s (Polskie Elektrownie Jądrowe) project in Lubiatowo-Kopalino, this means that the investor can start construction work earlier by obtaining permits for preparatory work before securing a full construction permit for the entire nuclear facility,” Ciolkowski said.
