The US Nuclear Regulatory Commission (NRC) has received the first part of a construction permit application for Texas-based Holtec’s proposed project to deploy two SMR-300 small modular reactor (SMR) units at the Palisades nuclear site in Michigan.

The NRC said in a statement that the application was submitted on 31 December 2025 by SMR LLC, a subsidiary of Holtec International, for the dual-unit SMR station, called Pioneer. The submission is now available for public inspection.

Holtec said approval will allow it to begin construction of the Pioneer plant at Palisades.

The company is seeking a limited work authorisation covering early construction activities, including soil compaction, backfilling and foundation installation, the NRC said.
