An Integrated Safety Assessment for Research Reactors (INSARR) mission by the International Atomic Energy Agency (IAEA) to the Hoger Onderwijs research reactor (HOR) in the Netherlands on 18 April found that the research unit had an improved safety culture since a previous mission in 2021, but that there was still further safety improvement work to be done at the facility, the IAEA said.
