The best solution for the siting of a spent nuclear fuel and high-level waste encapsulation plant in Switzerland would be to construct it either at a planned deep geological repository or at the Zwilag interim waste management facility at Würenlingen, north of Zurich, national radioactive waste disposal cooperative Nagra said.
